Learning outcomes: The long goodbye: Vocational qualifications in the 21st century

This article describes the origins of learning outcomes-based qualifications in England 1980s. It design philosophy and evolution National Vocational Qualifications (NVQs) which are contrasted with content-led frameworks such as English Curriculum. The flaws NVQ noted some policy implications experience remarked on. goes on to consider adoption outcomes approaches European Union, first through introduction Qualification Framework (EQF) then Skills, Competences, Occupations (ESCO). First, it is argued that EQF serves an umbrella for fundamentally incompatible each other. Second, maintained although ESCO has certain features liken NVQ, also compatible non-learning qualifications. Its assumptions about qualification design, based task analysis, render unsuitable a template development advanced vocational decline fall its replacement by standards-based described lessons can be learned policymakers outlined. Learning not fit purpose.
